You are right, this is definite no electronic calculator. This funny game demonstrates the possibilities of the speech technology introduced with the Speak & Spell and later enhanced with the Super Speak & Spell.
The Touch & Talkies game uses the names of some Walt Disney figures to teach numbers, clothes, faces and some other simple things.
A slightly modifies housing was used on the musical edition "Silly Soundstage", "Wordy Wagon" and the "Shuttle Buddies".
The speech synthesizer used with this game and its sibling Teddy Touch & Tell dated 1993 is much more economical than the design of the original Speak & Spell but yet improved the quality of the voices. The design of the Teddy Touch & Tell is centered around a TSP50C14 Voice Synthesis Processor (VSP) and makes use of just one Integrated Circuit:
